"The Khanate could present a problem if the Pope tries this, indeed, I would suspect he would try. However, I've had past deals with the Khan and I believe that if we play our cards right he can be of assistance to us."

"Having the support of the eastern church would be a boon, I believe we can count on that."

"I believe to be seen as a legitimate power we would need vassals that swear fealty and fly our banners."

"Obviously an Empire needs an emperor, the figurehead. But, I can not be expected to cede control of Cybelos to Bithynia, we will remain autonomous, of course."

"Well, for one, we would have our military strength combined. Should we engage in military campaigns we will have more men to work with, and we will be much stronger in that regard. As I have mentioned, it would allow us much greater protection of the Orthodox faith against any actions of the west. I also somewhat doubt that the west would interfere, as they have other things on their minds. We must ask ourselves; Would they rather go after us - Christians like them, albeit different - or the pagans that continue to spread throughout Europe?"

"As for representation, that is a matter I think we should discuss. There are many ways to go about this, and I believe succession would also play a role in this. In Bithynia we tend to put into power those most skilled, rather than those with the most wealth or influence. I think a similar system in the Empire could do us well. An elective system of succession, for instance."

Perikles removed from his pouch a scroll, which he unrolled and placed before them. It had upon it a simple message, which said that they would sign into existence this Empire. Varius took a quill pen from the table, and signed his name on the paper.
